Public procurement is the commodities, services and works purchase made by the government in order to meet the public demands and support government operations.
Regulation within WTO
The issues regulating trade within public procurement are excluded in WTO’s base legal authority – the General Agreement on Tariffs and Trade (hereinafter – GATT) of 1994.
However, certain WTO member-countries (41 country as of today) have approved separate WTO Agreement on Public Procurement (hereinafter- APP) that is plurilateral, in other words, the countries are independently determine practicality of joining such document, as well as stipulate conditions of joining such agreement during negotiations separately.
